1543. UNEP Publishes a Practical Framework for Transitioning to a Sustainable Blue Economy
The United Nations Environment Programme (UNEP) has released “Transitioning to a Sustainable Blue Economy: A Practical Framework,” providing practical guidance for countries seeking to transition toward a sustainable blue economy—one that promotes the sustainable use of marine, coastal, and inland water resources while supporting economic development.
According to the report, the framework aims to balance economic growth, environmental protection, and social inclusion through four key objectives: (1) conserving and restoring healthy ecosystems, (2) ensuring equity and inclusion, (3) strengthening climate resilience and adaptation, and (4) promoting a circular economy.
UNEP emphasizes that addressing the “triple planetary crisis” of climate change, biodiversity loss, and pollution requires a shift from fragmented sector-based management toward more integrated approaches for managing marine and coastal areas. The report highlights the importance of employing Nature-based Solutions, such as mangrove and seagrass restoration, as well as tools including Marine Spatial Planning (MSP) and Integrated Coastal Zone Management (ICZM) to support both ecosystem recovery and sustainable economic activities.
The framework proposes a three-stage transition process: assessing current conditions, setting a vision and strategic direction, and implementation and operation. It also stresses the importance of inclusive governance that engages a wide range of stakeholders, including governments, investors, local communities, fishers, research institutions, and civil society organizations.
Regarding financing, the report highlights mechanisms such as blue finance, public-private partnerships (PPPs), and the Sustainable Blue Economy Finance Principles, noting that long-term investment and policy coherence are essential for achieving a sustainable ocean economy.
Through this framework, UNEP hopes to support countries in advancing marine conservation and sustainable economic development simultaneously, while accelerating progress toward international commitments such as the Sustainable Development Goals (SDGs), the Paris Agreement, and the Kunming-Montreal Global Biodiversity Framework (GBF).
